2005 fast idle and fans on at startup

Default 2005 fast idle and fans on at startup

I bought my pickup new. From day-one the engine jumps to about 1800 RPM and the electric coolant fans kick on. Even on the coldest mornings. Has anyone addressed these factory settings?
Can a person reflash the ECU?
My 98 Taurus does the same thing, too.

That is for emissions reasons, revs high cold to help warm up cats and enter closed loop operation earlier. As for the cooling fan, I am not sure.
