Default 2005 new front rotors won’t spin

Tried installing brand new pair of reybestos rotors on the front that already come with the hub/bearing assembly press, but after I torque it to about 100 pounds it no longer spins freely. Everything has been sanded and cleaned There’s no issues in both rotors are doing it. The only thing I can think of is a bearing issue, but it’s crazy if it’s on both of them. Anybody have any ideas?

I had exactly the same problem with new rotors, and it was a machining defect on the pre-installed bearings. I had to return them and take another brand, and everything turned nickel after that
