2017 Ford F150 Air Bags on or off??

2017 Ford F150 Air Bags on or off??
Ive noticed when someone sits in passenger seat, the air bag indicator shows "on", but when im alone in driver's seat, the air bag indicator light shows "off" with an X and the number 2... is this normal?
