Voltage at the injector connector will be constant in KOEO or KOER. The PCM applies the ground (pulse width) as needed. If the plugs are 'dry', even if black, and a spark is for certain present on all of them, a short shot of ether may help in a direction to go. If injection function is suspect, you can check the individual outputs with an older analog DVOM (needle indicator type) for a needle sweep will cranking, or buy/rent a Noid tester kit to visually check for a circuit indication/illumination.

Well after getting one leaky pressure gauge and one that didn't work at all,I finally got the pressure test and its got good fuel pressure.

What engine is in the vehicle?

For different engines they have different injector systems.

1988 vehicles all have fuel pressure over 35 psi, some , depending on engine can go as high as 60 psi.

Oh. Hmmm I thought that key toggling and getting the pressure to mid 30s was right on. I actually stopped toggling because I was seeing good pressure. It's a 5.0.
BUT.... I think I'm narrowing down the problem. I tested the TPS. It's got reference and ground but no signal. I chased the black w white wire with a multimeter and found that everything before the eec had continuity, and so did everything after when checked against itself. The pin in the eec was actually where resistance was super high. Im really not sure what is going on but I know this wire runs through the injectors and I really think this is the issue. The eec itself is new. Any ideas on how to fix it would be awesome. Y'all have been super helpful so far pointing me in the right direction

checked this morning- no power at all on the signal wire. does this indicate a break, a bad ground or something else?

With the key on, if you have power to the TPS and confirmed good ground, the TPS is open and defective if you have nothing coming out of the signal wire.

My issue is that I have nothing at on on the signal wire. Not at any of the other sensors. I traced the wire all over the place and no power with key on. the resistance is fine everywhere before the eec and when I check after the eec to another spot post eec the resistance is also good but the eec itself and checking before the eec to after shows tons of resistance. That's leading me to think its a wire problem and not a tps problem. If im wrong then I would be truly relieved to just pop a tps in and not have to fool with wiring.

Something is going on here. What started with a supposed injector problem has now progressed to a no 5 volt reference problem.

Not sure where to go from here because so many things have been done. The ECM provides the power for the sensors, but .I am starting to wonder what else is messed up here.
This can get very complicated because there are a few must haves that we don't know if they are available or not. It s a nice challenge, but it seems from what we learned so far,that somebody screwed up the wiring on this vehicle.
