Default 97 F150 4X4 Problem.. Please Help

Here's the issue. I pulled my buddy out of the the mud the other day in 4Lo. When I was done, I went to disengage it and it would not disengage. I tried everythign, the Neutral, the Reverse, forward. It was stuck. I got to the bottom of the hill, hit my breaks to see if that would work and my breakline blew. Still in 4LO. So i started to drive home and it finally went out. But the light for 4x4 stayed on and wont go off. Brought it in to be serviced and they replaced the front fork. The front differential engages and disengages, but the rear wont. They told me the actuator isn't getting any power and that he had talked to the ford hotline and they said it probably is the GEM module.

What should I do?

Oh, I also, When I disconnect the wiring from the actuator, the 4x4 light goes out and the front disengages and i can free wheel the axel. Otherwise, the front differential is always enaged.
