Default ABS issue

Bought a well used 96 F150 XLT, 302, with possible ABS issues. When turning on the ignition the ABS light illuminates in the dash, and goes out on startup, with no problems. However, when bringing the truck to a stop from speed, there often is a pulsating feeling present, akin to a braking and releasing motion, repeated over and over. My first thought was that my rear drums were out of round, so I removed them and had them turn, but achieved no improvement. I've also had the front rotors checked and have been told there is no warping present. Is it possible the ABS system is malfunctioning and causing this issue, without the ABS light going on. Any and all suggestions will be appreciated.

If you have a copy of the owner's manual, look in the fusses section for the fuse that supplies the ABS . Then remove the fuse and drive the truck . If the problem is gone, it just confirms the problem is with the ABS. If it is still present, could be the rotors.
