Tranny won't shift into 2nd by itself

Default Tranny won't shift into 2nd by itself

I have a 1997 Ford F150 Lariat 4x4 pick up with a 4R70W AOD automatic transmission I know this by the TR code “U” on the door jamb.
When accelerating from a stop all is good while in 1st gear BUT then the tranny will not shift into 2nd Until wheel speed is up then it will shift into third gear, If I were to manually move the gear selector into 2nd it goes into 2nd just fine
.HELP?!?
Any Ideas?
Shift bearings, turn signal fluid?

I have a 97 4x4 with the 4.2 V6. Mine did the same thing when I had the air inlet off for maintenance and didnt hook-up the electrical lead that connects to the plastic between the filter and engine inlet. (sorry I cannot think of what it is called)
I understand this is a different set-up that yours, but it did act the same until it was reconnected.
