Default 1963 Fairlane, automatic. Won't shift out of 2nd

Hello, all! I am new to the classic car realm, a college kid who recently inherited a 1963 Fairlane. The vehicle was restored about 10 years ago by my grandfather before he passed away. He was a mechanical genius, and retired from FO MO CO as an octane chemist.

Now that the car has sat for some time, I am experiencing some problems. The vehicle will not shift out of either 2nd or 3rd, and the engine runs out in that gear as fast as you push it. What's the fix here? Cosmetically, this car is amazing, and it starts easy and idles great. It's just that the trans won't play nice. All fluids are clean and clear.

This goes back a ways , some vehicles had a downshift linkage that when the accelerator was pushed to the floor the trans would downshift. Check the link from the carburetor to the trans , it sounds like it may be stuck in the downshift position.
