Default Vacuum Line?

Found this piece on top of my 2008 4.6 v8. Any ideas as to what it is and where it goes? Looks like the tubing could could be broken as it looks kind of ragged

Your best bet is to look at all the vacuum lines and look for the loose end. .

There is usually a vacuum diagram either on the underhood surface or on the radiator support. Once you know where the other end goes you can follow the diagram and determine where it all goes.
