Default 2001 F350 7.3 PowerStrock Diesel dies when connecting to ODB II

When turn the car key on (without start the engine), it won’t connect to my ODB Scanner (Foxwell NT301). If I start the engine (with engine running), the engine stalls immediately as soon as the scanner scans for codes. When I use a Bluetooth scanner (ODBResouce), as soon as it connects, the engine dies immediately. When connecting iCarsoft Por II scanner on the ODB port, it says SAE J1850 not supported. The truck won’t die but won’t be able to scan any code.

Anyone would know any possible reasons?
