Default 95 F250 5.8 Fuel Pump Troubleshooting

I have a 1995 F250 with the 5.8 I recently have been driving and the truck would intermittently sputter out for a few seconds if I gave it gas but would keep running if I let off. This has happened about once a trip the last few times I’ve driven it. I checked the fuel pressure and the pressure is around 35 KOEO and 30 KOER but the pressure relieves somewhat quickly when KOEO. The truck will also sometimes not start unless I cycle the key a few times. This sounds like a fuel pump problem to me but I want to make sure before I throw parts at it. Thanks for any help.

When was the last time the fuel filter was replaced ?

I just replaced it a couple weeks ago with a motorcraft one

You can have good fuel pressure and still not be delivering adequate volume of fuel
You might try clamping the return line from the pressure regulator back to the fuel tank and see if the pressure still drops.

Alright I will try that when I get the chance this evening.
