95 f250 fuel tanks

Question 95 f250 fuel tanks
gas tank 1 is backing into gas tank 2, whats causing it and how do i take care of it , any suggestions?

Shuttle valve in tank 2 fuel pump module is stuck open, most likely because of dirt.
Cure is to replace entire fuel pump module in tank 2.
