What do you mean by over REV/RPM?

The filter shouldn't be snapped into the cap for 01.. The filter element should remain in the fuel separator housing/bore.. BUT,, I've run into this a few times in the past where the filter was changed at a 'quick change' oil service where they replaced (threw away) the old OEM cap and replaced it with a 'house brand' one piece unit that will NO LONGER accept the OEM type filters.. Is there a 8-12 point hex or star looking indent in the center of the cap? When installing an OEM type, the kit comes with an o-ring for the the filter elements lower outter diameter, and a cap seal/ring.. The element is pushed lightly down into the bore and the cap holds it down and in place..

Yeah...outside the cap there is a like a bunch of lines that meet up in the center of the cap.

On your first post it 'sounded' like you had already removed the separator/filter cap, and the filter was 'snapped' into the cap?.. If the cap hasn't been removed yet, it requires a spanner type wrench that reaches across the caps webbing to the outer most portion of the cap for max leverage/strenght.. Oneusually can be easily improvised, even a piece of flat bar drilled with bolts installed at the caps outer indent locations.. Prior to removing the cap, on the backside/left lower portion of the separator is a 'yellow' drain lever.. Have a catch pan ready or cardboard ect to collect the draining fuel.. The filter 'will' remain in the filter/separators housing..

Here's a pic of the cap/housing and the area's that the spanner should make contact.. If to much torque is used on the inner webbing they can snap off, more so if the previous install was over tightend..Make sure the o-ring for the cap goes pointed side 'up' ^

Can you better explain your over-rev issue.. Doubt it's tied to the filter....
