Default Parking Brake pedal

1999 F-350 7.3 V8 Turbo 6 speed 2WD
The PB pedal jams in the up (released) position.
This is the 2nd PB assembly i have put in the truck.
I initially thought the cable inside the housing had frayed and jammed. No such luck.
I removed the PB lever assemble and could only replicate the malfunction by fooling around with the release "gear" and spring assembly. I lubed everything, put it back in and it worked once fine. Second application the the PB the pedal became jammed in the up position.
I am guessing the gear (and I guess a clutch) in the release device is getting stuck.
Any thoughts on how to fix this?
