Smoking dash no start

Smoking dash no start
I have a 1991 f250 and currently it is fried. I broke the controller for the window wipers and unplugged them for the summer and forgot I hadn’t done anything so when it rained the other day I plugged them in and touched the switch and everything went to hell in a hand basket. In a matter of seconds the radio went nuts lights started flashing and smoke started pouring out of my dash. Nothing happens when I try to start the truck no radio no wipers obviously not even power windows. Changed all the fuses in the fuse box and found the ground wire for the control completely burned out. Battery is still good and I was able to get it to crank by jumping the starter solenoid but no start won’t even fire once. Still have hazards and lights but no start at all. Any ideas on what went wrong? The wire harness is still good fuse box has power.

If you are able to verify power, check if you are getting power to the ign coil when the key is on..
There are fusible links at the starter relay on the fender that come from the hot terminal from the battery and tug on them to determine if one of them got overheated and opened. If good, you can't pull too much, if open you might see trace of overheat and if tugged on a little when opened will feel like pulling on spaghetti.
If the fuse panel has power , I would test each fuse for one possibly being open.
