speedo non functional but works after restart

speedo non functional but works after restart
99 F250 V10 SD 4WD. When start engine and put in drive speedo does not work and trann y will not shift normally. If stop, turn off, and restart, then works fine every time. Does this randomly--no relation to hot, cold etc.
Never does it on the fly, only if engine has been off a while.
Any suggestions as to what to replace??
