Default stiff ride or blown shocks?

I'm a new ford owner, never had a pickup before, been a jeeper for a while. I picked up a 2003 F350 gasser so that I could tow my boat...

it has a mild lift, I was told about 3 inches and runs 37 inch tires. there are 2 extra leaf springs on each wheel and aftermarket shocks (which are rusting both thru the powder coat and on the hydo shaft under the boots).

my question is - this thing rides stiff, very very stiff - which I would expect. but my tires are leaving the ground on even modest bumps, let alone speed bumps at less than 5 mph.

so is this just a byproduct of the extra springs - or could the shocks be blown or leaking at the least. with nearly 3 tons of truck, I wouldn't expect it to ever come off the ground... but alas, I'm here with the question.
