I have a 2016 explorer. This am went out to strat it. All power comes on. Brake lights work. Hit start button and it starts flashing but won't turn over. Cleaned battery cables and looked through fuses. Didn't really test any of them. So while it won't start it also won't power down after you try to start it unless you remove battery cable.
It looks like you have a binding start button or ignition switch, but to isolate the issue do a starter bench test first.
1) Turn key or push start button to RUN position
2) Use a battery jump start cable (red or black at your choice), connect one end to B terminal, the other end to S terminal
3) If it cranks and starts then quickly remove the cable on S, then B. This will also eliminate a issue with your PATS then go ahead and check the possible binding ignition switch/start button problem or range sensor or bad wiring on your starting circuit. When you bench test you bypass ignition switch/start button, and range sensor and bad wiring from the ignition switch to the starter solenoid. Only wire you don't bypass is the battery red cable to the B terminal shown above, plus the PATS.
If it doesn't crank at all then you can have a bad starter solenoid or your battery is simply way too weak or a bad starter.
if it cranks but no start still, then you need to troubleshoot issue with PATS, ignition, fuel and much more. On this, DTC(s) should be set, get a capable scanner to retrieve those.
Be sure to identify which is B and M. If you jump B and M directly and make a mistake you don't go hospital, you can die instantly.
