farmchatt, your pictures and explanation really helped me. After the power liftgate quit working completely, I was banging my head on the Navigator trying to release it manually so I can then try to troubleshoot it. It's a ridiculous design and the Ford instructions were not clear to me.

Anyone have suggestions on how to isolate my broken liftgate problem?

There’s a manual release behind the interior trim panel just below the liftgate handle. Pop it off with a flathead and pull the cable. You’ll need to get in from the inside, but it’s the only way when the power’s out. Once it’s open, check for water in the harness near the hinge area, that’s where the rain usually creeps in.
