88 E150 5.0 won't start easily or idle
Usually, a fuel filter problem affects hi speed/ load performance, not necessarily idle and if the engine was getting too much fuel it could be difficult to start and produce a lot of black smoke. Since we don't have that problem we might look at the EGR valve for being stuck open from excessive carbon. That condition would produce hard starting and poor or no idle.
That yellow stripped hose very likely goes to the EGR valve.
When it will not start , remove one or two spark plugs and tell us if they were wet or dry.
If wet, getting fuel. If dry not getting fuel. Which result are you getting ?

You might find it much easier to gain access to the EGR valve assy if you remove the dog house (2 clips and 2 bolts on the floor), that is the cover with the "beverage" holders,lol.
If you have a problem removing those 2 bolts on the floor, remember to lubricate them well when reinstalling them.

If there is an issue with EGR you should get a CEL. If you don't already have OBD1 scanner, you need to get one. Innova 3145 is pretty basic and affordable.

A little FYI, be careful if you decide to replace that EGR sensor mounted on top of the EGR valve. Those little bolts have been heated and cooled many times and when you try to remove them the heads break off and now you will need to replace the entire valve assy and will need new little bolts to secure the sensor to the valve assy.
