Default Flood cars

There will be loads of new and used vehicles that were under water due to flooding. I don't know what the rules and laws are to prevent vehicles that will have loads of problems up the road from being passed off as a "Deal too good to pass up." I have seen where a car carrier came to pick up a good vehicle that went to auction (one of nine on the car carrier) and was transported down to the southwest to be disposed (sold). There is nothing that I am aware of that can prevent the flood vehicles from showing up all over the country, so I would want to know as much history as possible before possibly purchasing vehicles that might have come from flooded areas. What are your thoughts?

How good are the vehicle history reports? Will they be able to track Branded vehicles from out of state?

Ontario Canada has a good system in place for buying cars privately. The seller must provide a $20 used vehicle inspection report purchased from the ministry of transportation. This report provides:
-title (branded, active)
-all previous owners, date, mileage when purchased, where registered,
-lean information
-bill of sale.

still, only a good mechanical inspection will stop the scammers.
