We have no idea what year or model vehicle you are driving and that is pretty important to know.
The pix you posted would lead us to believe there is a problem with the "Electronic Throttle Body". They have been problematic, to put it mildly if it applies here.

It's a 2008 ford fusion like I said the car is not starting, lights flickering on and off, when the car was starting it sputters and only drives about 5miles an hour.

The throttle body is not responding and needs to be checked out. There are a few possible things to cause the problem, but replacement is usually the fix.

I agree it could do that !
It is usually a good idea to pay mind to the code the system is providing.

I do agree, these throttle bodies have issues within the gear boxes. sounds like it is in limp mode.

but the sputtering seems like another issue that is causing the car to go int limp mode.

start with the re-learn process after a good throttle body cleaning.

i just cleaned mine last weekend and there was a lot of black build up.

I agree the system is in limp mode.
It is usually a good move to determine the cause and correct that before moving on to another possible problem. Because the safety factor built into the system will not allow the engine to respond , the forced idle problem should be handled first.
Replacing that throttle body and doing a relearn could solve the problem.
