Can you isolate the front and rear , one at a time and see if there is any difference ? If so then you have some idea where to go. If no difference then there could be either a problem with module or the procedure used bleeding the system.

My abs pump went bad after the brakes were being applied and running over a slightly raised man hole cover. No warning lights came on or dash symbols. Pedal went to the floor. Had to pump the pedal to get pressure. Luckily I was just leaving my house and not even a 1\16 of a mile away. I changed all the fluid 3 times bleeding it. No results. Read about the pump failure issues and I seen the fluid inside the master cylinder looked like a greenish color. Found out Dot5 fluid and Dot5 synthetic can't be used together. It turns the fluid into a gel. Now I don't know how it happened to my car since I bought it brand new but probably a shop doing work on my car during inspection time added it. Ok so I brought a used and control module with the abs pump on eBay under$100.Cheaper than Ford by hundreds... Installed it but the ECU couldn't recognize the unit. It needed to be programmed. I didn't have the scanner to do that so I switched the original module and put it on the salvage pump. Used the abs auto bleed function(Autel Pro Max scan tool) and the brakes got better.. Not back to the correct firmness I know it should be. So I had to drive the car out on the road at night when traffic isn't really around ...step on the gas to 50 mph then slammed on the brakes... It took a good 5 times to get the abs pump to activate like we all feel with the pedal vibration. Sure enough that helped the unit being forced to engage the system. Then when I got back home I checked the fluid level and top off. Ran the auto bleed one more time and I felt comfortable letting my wife drive the car. I did keep the old pump and opened it up and seen there are12 separate piston \valves that work with the module that has 47 pin connections to tell it what to do. Very complex but that's what I did. I didn't change the master cylinder or brake booster, brake hoes, wheel sensors either. Hope this helps anyone else with the pedal getting back to a firm non spongey feeling. It took time to do this right but I know I saved hundreds of dollars. Look for a scan tool that has the auto bleed function.. About $200 and it pays for itself. Local brake shops might have one but the time they would have to spend would be passed onto us if they wanted to do it.
