Yes. A penetrant sprayed on and let to soak a while might help. Or you can use a nut splitter on the nut on the other side if it's stripped or a die grinder to cut a portion of the nut away (don't hit the bolt threads) and making it easier to turn off with a vise grips.Or you can cut the bolt head or nut and bolt head (either side) right off (striaght across) and use a punch to drive out the remaining piece (you may want to be sure you have a new one first). ALSO BE SURE you have a jack lightly under the spring to ease hanging pressure and keep it from bouncing into the floor or anything else when it drops.
