Default Instrument Cluster Issues

My speedometer, tachometer, and oil temp sensor are all sitting at their bottom position and don't move when the vehicle is on. The odometer and trip-meter both show just dashes.

I believe the issue is in the instrument cluster. Would you agree? Repair it or replace it?

There are times when a questionable ground connection produced these same results.
Of course you can replace the inst cluster, but if there is no change , I guess checking the grounds might come next. Always, check all fuses and connections before replacing parts, it is a lot cheaper.
