2000 taurus speedo malfunction

Default 2000 taurus speedo malfunction
Cruise works but speedo nor odometer don't work. Any tips ? I have the dash out and the front wheel raised but I don't get any voltage from the signal wire. What am I doing wrong

Which "signal wire" are you referring to? Just before the gauge?

Yes It's one of the three wires that go to the gauge. grnd hot and signal which I assume comes from the speed sensor. I figured that if the cruise works the sensor should be good. or not?
