Default 2002 Ford Taurus SES 3.0 SOHC

Working on a 2002 Ford Taurus. Starter burned out. Replaced with a new starter. I went to hook up the Battery and the starter Engaged itself without the key in the ignition and ignition is in the off position. I pulled all the relays and fuses for the ignition/starting system and the starter still engages. I replaced the ignition switch and still the same issue. Not sure what is going on. Any advice would be great. Thank you

There could be a few reasons for this.
One , the wire that energizes the starter is contacting a hot voltage source all the time when it should not.
The wires down at the starter are connected incorrectly.
The primary solenoid is hanging up and may be the cause for the starter going south to begin with.

I was thinking the same thing with the wire contacting a high voltage source. I have Checked the other reasons already. I am going to look more into that wire. Thank you for your help
