Default Fails emissions

I have a 2013 ford Taurus limited and it fails emissions. the check engine light isn't on. when it is hooked up it will not connect and says no minimum voltage on the machine. somebody told me to check the obd fuse but when looking in the manual i don't see one. any thoughts on the fuse situation or what to look for. i don't see any loose wires by the obd connector either.

thanks for the help

Double check with the Dealer before paying to have the OBDII port looked at/repaired. If I'm not mistaken, the On-Board Diagnostic System (Which should include the port) is an emissions covered part.

Fuse for the DLC (data link connector) is in the Body Control Module..

Fuse is position 'F.24' and is a 15amp fuse.
If equipped with a Power Tilt steering column,, and its functioning, the F.24 is good since the Steering Column Control Module shares the fuse with the DLC.

i checked the fuse for the power tilt steering wheel and the "cigarette" lighter too, both fuses are good. the power tilt steering wheel works and the "cigarette" lighter will charge my phone just fine. any other thoughts?
