Default 1992 ford probe - one headlight stuck down

im wondering if anyone can provide some insight? I have a 1992 ford probe and my passenger side headlight wont go up. I thought maybe its because it was frozen because it rained yesterday and today it was negative degrees and even my doors were frozen shut, but even after driving it and warming everything up the light still wont pop up. I had my boyfriend look at it and he said its not even making any noises so im wondering if just one motor blew? The car is realllly old with 253k miles on it and its in pretty rough overall condition so even though its all i got and its my daily driver im not interested in putting a lot of money into it. Is there any way to manually raise it? The previous owner already rigged it because if you use the actual headlight switch, the headlights continuously open and close, so its set up to a switch that you click once to put them up, once more to turn the lights on.

Tl;dr: my passenger side headlight is stuck down. How can i manually put it up?

Hard to know if it’s a motor, relay or ?

To manually raise the H/L there’s a rubber boot on the lift motors bottom. Remove the boot and there’s a manual control ****. Rotating it in either direction will lift/lower the H/L

I assume the lift motor is right behind/near the headlight under the hood?
