Default 1995 4.6L T-Bird trouble starting when not warmed up.

When I let it sit for 3 or more hours its hard to start. I will crank on it and crank on it till it starts. Then after that it runs like a champ. The only way i know if its not gunna start is if I turn the key to the on position and press the overdrive button. If the OD pops up by the guages then its going to start but if it dont it wont start. Fine spark plugs and FP. I think it might be electrical?

Yes, electrical. I would disconnect and reconnect all wiring harnesses inside the engine compartment that have to do with engine management and transmission management (Vehicle Speed Sensor). That will remove eventual corrosion at the contact surfaces.

Do the same with the fuses.

Check battery and ground connections etc.

Clean the MAF sensor and check all vacuum lines.

Pay attention to the engine coolant temperature sensor and the air intake temp sensor.

I hope you catch the bug.

If not, keep going at the dash in the same fashion.
