Default Gear Shift

I have a 1964 Ford Thunderbird. When starting I have to push the gear shift as high as it will go to get it to start. I have adjusted the transmission end but it has made no difference. Would anyone have had this problem and know how to fix it?

If I'm not mistaken the neutral safety switch was located on the steering column if the shift selector is also on the steering column.

Yes the Neutral Safety Switch is on the column. I had thought it might be that and was going to look there next.
