Default 1989 GM won't start

I'm sure this subject has been covered before but my research cannot find it . Please Help !
I'm in my seventies and have been a shade tree mechanic since I was twelve . You'd think that my seldom used 1989 Grand Marquis would be a cinch but It has me baffled .
After several weeks of sitting I hit the starter and it turned over fine but would not catch . It sounded like it almost caught but wouldnt quite run .
With a little starting fluid the car ran smoothly but stopped without it .
Off to Autozone for the fuel pump tester rental and found 40 psi of pressure that held steady until disconnected much later .
Next a test light showed spark from the distributor to the coil and also from the distributor to the spark plug .
Vacuum held steady when applied to pressure regulator .
It seems the problem is no fuel getting from the fuel rail to the cylinder .
Has anyone experienced a similar situation ? Any suggestions would be greatly appreciated . I'm stumped !
Thanks

Well, you are part way there.
From what you have told us so far, fuel is present at the engine , just not getting in the cyls.
The injectors cant fire if there is no power to them or the signal from the computer is not telling them to inject.
I would first suggest to check all the fuses. If OK,there are a few things that must happen before the computer says fire.
When cranking over the engine , what is he check engine light doing?

Hi Hanky ,
Thanks for your reply , it's very much appreciated .
I've checked all the fuses in the fuse box and each is OK .
Each of the fuel relays on the fender apron make a clicking sound when the key is energized .
The "engine" and "check engine" light are on when key is on .
The red "engine" light is on while cranking with key in start position .
The yellow " check engine " light is off while cranking .
Your input if invaluable at this point so any suggestions are very welcome .
Thanks again .

On the injector connector/s there should be 12v on one side of the two wires available with the ignition On/Start.
Power should be there and the computer supplies then ground while cranking to energize the injector and flow fuel. A Noid light plugged into the connector would verify each function is there and active. You can home make one with a LED light and a resister to drop the voltage that the LED can handle.. Lots on DIY Noid builds on the net..
If power is there, but the grounding (pulsed while cranking) is missing Id suspect a tach signal is missing, possible computer..
