Two things,,,,
looking at a fuse does not always assure it is good.
A fuse can most times be checked in place with a simple test light or volt/multimeter..
Do you happen to have either one to use ?

Until we come across a wiring schematic, we can verify power is coming into the column sw assy and going OUT when high beam is selected..
From there power is supplied to a fuse and then to the headlight relay , then to the headlamps.

What you can do is bring power with a jumper from battery positive to any headlamp high beam wire, and they should both work. From there you can work your way back to see if the relay is working when high beam is selected..

1) Do NOT start threads in General Tech anymore, all the threads you started should be a dedicated Explorer forum instead.
2) Don't be too lazy on your subject title.
3) Check my signature below, when it comes to any vehicle in ford you don't put XLT, you put the other info.

As shown above OK button is not clickable because engine is not selected. If you have 4.0L what is the 8th character of your VIN? 3 possible choice still.
