This is normal for the 7.3. Trust me i have been a Ford dealer Tech for 20 years.
The problem is fuel pressure. Ford came out with a long lead injector for the number 8 cylinder but it didn't do much. The idea was if they held number 8 open longer it would get more fuel and reduce the noise. The #8 cylinder is the last to get fuel and by that time the pressure has dropped too much and causes what Ford calls " Fuel Cackle ".
The only way to fix it is to install an adjustable regulator and new pump.
Don't worry though it won't damage the engine. It's just annoying.
