You can remove the connection from the intake to the turbo and just look at the impeller inside, if it is full of carbon , all you can safely do is to brush it out and see if it helps.
Keep mind that impeller spins at over 100,000 RPM and is balanced to run smoothly. You don't want to do anything to disturb that balance.
