302 hesitation problem

Default 302 hesitation problem

I have a 1997 Explorer Eddie Bauer (302). At 45-50 mph when under load in overdrive(i.e. going up a hill), the engine will hesitate/skip/misfire until I kick it down a gear.Have replaced wires/plugs, have also run injector cleaner through the tank and a couple of tanks of hi-test with the same result. Could this be the TPS and if so, where is it and how do you adjust/replace? Thanks!
