You can hear the rear fuel tank pump run , yes/no?
Can you hear the front fuel tank pump run, yes /no ?
If the pumps are working most of the time you can hear them run.
When a pump stops working it can be no power to the pump, a poor ground connection for that pump or the pump motor is defective and needs to be replaced.
You do have a switch on the dash that determines which pump you want to use , yes/no? If so, the switch can be checked to make sure it is sending power to the front pump or you can check at the pump connection under the vehicle and see if you have power getting to the front tankpump. If so, make sure the ground connection for the pump is good. If those two things are verified as good the only thing left is the pump in the tank. Will you be able to do these checks?

Have you checked the selector valve? If I'm not mistaken, the Ford valve used +12 volt to move the valve from the front to the rear tank with a spring return to the front. The spring could be weak/bad and not have enought umph to move the valve back to the front tank. Pollock makes a replacement valve that uses +12vdc to move the valve in both directions for a positive switch between tanks.
