Welcome to the site All Ford..

By instrument panel are you meaning the trim panel? or complete instrument panel/dash assy. If the trim/cluster, to remove the panel trim, you just start at either end and gently/evenly pull the trim from the dash. It's only held on with trim clips. The ones at the lower trim close to the column, be sure to pull them carefully. Then unplug all the switches. Some like the H/L switch will have a red lock tab that needs to be released before the connector will come off. If your removing the cluster, once the trim panel is removed you can access the screws that hold it to the dash.. The cluster has just has a few connectors on the back..

Default Instrument panel

Thanks I kind of figured that was the way to get into it but wanted to be sure before I started. I want to get to the battery saver behind the cluster.
