Is this normal (EGR and pipe question)

I have the following: (an ongoing project of mine)

I keep trying to track down an issue where my truck will die at starts. I have to either accelerate until it smooths out, or turn off and turn back on again. I've replaced spark plugs, idle control valve, and all of my vacuum lines (switched to silicon lines with thick walls)
I tried to clean my egr valve before but couldn't undo it from the pipe. One thing that was really strange was that the pipe wasn't actually attached to the elbow part that goes to my exhaust manifold. It actually just sits on top of it. I found this really strange and didn't think this was normal. Is it? I would think that it would either be a solid piece and gets screwed onto the egr on one end and then screwed onto the exhaust manifold on the other. Instead mine is screwed into both, but in the middle the pipe leading to where it bends to go to the exhaust manifold just slides in. When I unbolt it from the throttle body I can just pick the whole thing up.
In any case, I ordered a new set of pipe, egr, and egr position sensor.
Do you think my current setup is actually broken? Would a bad egr cause this kind of issue? I actually started thinking about this because I got a higher than expected voltage code from a code pull I did today.
