Default 98 Grand Marquis Brake issue (system is same as CV I assume)

The front brakes don’t fully release. It’s as if I’m riding the brake the whole time I’m driving. I changed out the master cylinder with no effect. Calipers don’t seem to be sticking and it’s not pulling to either side. I bled the system so I know there isn’t any air.

Do we know if it is the front brakes, rear brakes or both?

It's the front... I ordered new flexible brake hoses to the calipers (it's time anyway). But since it's not pulling to either side I'm not sure that's the trouble. Brand new master cylinder but I had to reuse the check valve that is on the side. It seems like it's ok though.

If the brakes are hanging up, crack open the bleeder screw. If the brakes relax, you have an issue upstream from the caliper, including the hydraulic hose. If it doesn't relax, the caliper, slides are bound up or someone assembled it incorrectly.
