Help! No running lights or dash lights

Default Help! No running lights or dash lights

03 Crown Vic Police Interceptor. New to this forum and needing help yesterday! When turn on headlights, it immediately blows 15A fuse. No running lights or dash lights. Brake lights work, as do turn signals. Have replace LCM and headlight switch. Disconnected light harness connectors in trunk, no help. Pulled dash looking for chaffing, anything out of ordinary, nothing found. This is a taxi now and we have other cars we can "borrow" parts from to try out. We have pulled interior panels back looking for chaffing, and swapped out relays under the hood. So far, nothing has helped. HELP!

Has any type body work been recently done to the vehicle? The reason I ask is it may save some time looking for a pinched or chaffed wire in the tail light circuit.
