New poster, but long time gearhead!

My stepson has a 1998 CV that is having some kind of electrical issue. There are times his Battery light will flash intermittently (seen it myself), and the electronic dash will just turn off all by itself. Additionally, when the dash is off, the power windows don't work and the interior fan for the A/C doesn't work.

Anyone have any clues? Electrics are not my strong suit, so the more information, the better!
