Default new here with no crank problem

Hello all new here with a annoying problem that started yesterday. I have a 04 grand marquis/crown victoria. I went to go run a few errands and it started up like normal. Then i realized i forgot some thing inside so i shut it off when i came back out within minutes it would not crank start tick or anything. So i started off checking battery and terminals but still nothing i then started checking fuses and relays i even picked up a replacement starter solenoid relay with no luck so i pulled the starter off and took it to get tested and it passed. From there i started trying tips and suggestions i found online with no luck until i found out i could remove the starter solenoid relay turn the key to the on position and jump pin 87 and 30 and it started fine and ran fine. So at this point i thought it might be the ignition starter switch so i picked one up this morning installed it and still nothing. Now i am wondering if it might be the neutral safety switch but from what i have read on various forums if that is the problem it should be able to start in neutral. i am at a complete lost here and hope some one can lend some insight into this situation. thanks for reading

thanks for the reply its raining now and i have no dry place to test with a test light/ multimeter. but i did try the suggested tips of checking if the reverse lights switch on which they do and pressing the break and trying it in neutral position with no success

If it is not your Neutral Safety Switch, well its time to get the OBD2 scanner out. Thats if you can even get auxillary power.
