Default 94, E250, 5.8L, Ground issue

I'm having problems with insufficient voltage being provided to just about everything that the ignition powers. The ground resistance on most circuits is .2 ohms key off, key on 17-22ohms, running 59-62ohms, then resistance drops to 0 ohms over 2500 rpm.

Keep in mind measuring resistance you can get a 0 resistance reading with only one strand of wire . Voltage drop test are more reliable where circuits are tested under load..
