Default E250 - Can't get my o2 sensor readiness to complete

I had some work done on my van, and now I'm trying to get it to pass the smog test. I drove it for about 75 miles, several drive cycles. I have an OBD tool that shows no codes pending, all other readiness monitors are OK. The O2 and O2 heater do not complete, no matter what I do. The voltage seems normal, they are operational. I read somewhere that it can take up to 100 miles for them to complete. Is there a trick to speed this up, or should I just keep driving?

Have you confirmed power and ground to the heater circuit (common colour), and signal and ground.

Both oscillate between 0 and 1v with normal driving, mostly around 0.5 - 0.75v

those two are the only ones that are not ready. All the others also get ready pretty quickly in a new driving cycle. I found a random video in which someone chalked it up to a dirty throttle body, but I'm not ready to take it apart and clean it based on just that.

Test the heater circuits, if one is open the monitors will fail

Just to make sure I understand, it is possible for a heater circuit to be open even if the sensor is reporting normal voltages and the time chart looks reasonable as I drive? Thanks.
