So how do I know that the heater is at fault if there are no codes? It just shows as incomplete. I'm trying to decide if I should keep driving or if I should take it to the shop. Thanks again.

Redo the power test on the heater circuit, only this time instead of using a meter, use a test load (head light bulb). and confirm the ground side with the load as well.

The O2 Heater circuits use 2 common coloured wires..

I used a 12v light and it turns on just fine. There seems to be nothing wrong. I am at a loss, I wonder if taking out the sensors and giving them a good cleaning is worth doing, or just a waste of time. It's not yet due for an oil change (less than 5k miles with synthetic oil since the last one) but I wonder if an oil change might help at all. All the other monitors have completed several times during other drive cycles. All I want to do is pass the smog check so I can renew the registration and sell the van. Thanks for all the ideas.

OK, you have 12vdc on the power wire, did you also check the ground side ?

If the harness side is proven good, then the other option is the wire or heater in the sensor..

So I decided to buy new sensors. I replaced one first, no codes but no dice. I replaced the second and that finally did it. I guess they were just old. Thanks everyone for the help.

Glad you have a resolution, as a point of interest, did you check the continuity of the heaters in the removed sensors.?

I have the same problem . Any solution? No Code. Drive ready wont clear Heater circuit Voltage on OBD reader shows a line

You need to confirm the power and ground at the sensors (2 common coloured wires)
