Thanks a bunch, sorry for late reply, been busy. Happy belated St Patrick's. The van has a scheduled oil change (oil is dark as heck) and I am getting the van patch welded aka floors. I found out my 99 has 2001 Radio wire colors which is odd, must've had a dash swap at one point or mice ate the oem wiring.
Agreed, I have to replace fuses at this point since the van sat over 3 years and the van was in gross condition when I bought it, I had to take fuse out of spot 1 to slap it in fuse spot 23, OBD2 works now.
Follow KE2 and test first, then remove and clean if needed. If you need cleaning be sure to replace its gasket. Erase the code after cleaning, and run KE2 again if needed.
You can use throttle body cleaner for cleaning, don't need to buy new IAC, save your money for something else.
# 2 - IAC
# 3 - IAC gasket
Say you want FEL-PRO 71216 just search this at google and buy at autozone or amazon just because rockauto does not offer free shipping.

GOOD NEWS! No more ticking oil was changed IAC was indeed bad even tho it was plugged in, replaced that, still have high idle on cold starts but it goes down after a few seconds.
I broke a grooved idler pulley somehow, replaced that and the belt (which was stretched an inch!) it fell off and took 15 minutes and redid the belt haha!
Next step is to get windshield replaced before long, get the rusted floor taken care of in 3 spots in the cargo bay and I think I am good for a bit. I havent gotten a new oem radio yet but working on that
