I have zero fuel pressure at the rail but it starts and runs. I have used 2 different gauges and both read zero.fuel pump replaced fuel filter replaced (2nd one today) fuel pressure regulator, tps, air control valve. Runs ok-ish when cold but when warms up shifts hard , poor performance, hard to get up hills. Also the thing in picture (what is it) makes a air chattering kind of noise. I am at a loss. This van 1995 e150 5.8 sat for a couple years. inside tank had rusty gas. could thing in pic cause this?

what is this called ? one closest makes chatter noise when van turned off.
