Default Cooling fans will not turn on.

I have a 2006 escape 2.3L. The connecting rod broke and blew a hole in the block. I rebuilt the engine with a lower block from a junk yard.The engine runs great. The only problem I’m having is the the cooling fans will not turn in with normal operation. I ran the car to test it after I replaced the engine and fans never came on. I drove the car with forscan running on my laptop and temp gets up to 226 and fans will not turn on. Running the engine on and engine off tests in forscan will turn on the fans no problem. I check and rearrange the relays. All fuses were checked. And coolant temp sensor was replaced with the one off donor engine with no change. The fan will not turn on with ac running either. Although the ac does not work it has a leak I have yet to find. I jumped the relay to run the compressor and fans still did not come on while running the ac. It does not try to over heat just wondering if this is normal for this car. There were no codes thrown when it broke the connecting rod. Just wondering if this was the problem that caused all this. It did show a p0482 once I cleared it and it did not come back. Any help would be appreciated. Thanks.

Sounds like a PCM problem.
