Default 02 Escort Electrical Problems

My 02 Escort won't start or turn anything on - but the battery is fine. The check engine light is on as long as the battery is connected (regardless of whether the key is in the ignition or not). The fuses are fine, but I have no idea where the master fuse is so I haven't checked it yet. Any help offered would be appreciated.

The PCM has the ability and authority to turn on the check engine light. I would suspect there is a problem with the PCM.

Thank you Hanky. I suspected the PCM and am encouraged by your thoughts. We will find a "known working PCM" and try it.
